Dianna Lightfoot, Policy Director, North Carolina Physicians for Freedom

About the Talk:

Underserving the Underserved: The New Guinea Pigs

HB67: The Healthcare Workforce Reform Bill: Interstate Licensing Compact, Foreign Physician Licensing (2025).

HB67 passed quietly and without major opposition in the state legislature in late 2025. Why? Because almost no one knew about it.  After serving as the go-to group for many legislators and policy leaders for more than four years, North Carolina Physicians for Freedom (NCPFF), North Carolina’s only all-medical-professional 501(c)3 organization, was not asked to review or comment on HB67.

NC was only the second state in the nation to approve this law, Tennessee was the first (and is now working to amend the law).  But now, the cookie-cutter language of this Bill has swept the nation, passing or currently being considered in more than 20 states.

In part, HB67 allows foreign physicians to practice in rural areas, ostensibly compensating for the lack of medical care in rural NC. But HB67 is inherently flawed. NCPFF’s network believes it sets a dangerous precedent for rural health with key concerns being patient safety, inconsistent standards and unclear supervision.   This topic hits close to home as Chatham and surrounding counties have many rural areas.  Come join the discussion!
